PARAPHRASE telegram from the Secretary of State for

the Colonies to the Governor of Hong Kong.

No.6.

(Sent 5.30 p.m.

8th January 1932).

Your despatch 3rd December confidential

After having consulted the Foreign Office with

regard to the attitude of the French I consider that appeal of Quoc to Privy Council must proceed.

Can

he be detained in custody pending result of appeal.

Having regard to section 5 of Deportation Ordinance 1917 this would appear to be possible.

Copy to go LF, to F.Ø.

ref.(49).

(See lines 14,15, and 16 on p.51 and lines 9-14 on p.53 of enclos. to (48), which seem to make it quite clear that he can be detained in custody. We might omit last sentence of telegram).

I think it might be left in as now altered.

H.D.
